Implementation
Arrangements / Recipient UN Organizations
The
Peacebuilding Fund (PBF) will fund projects jointly prioritized
by the Government of the country and the United Nations. Projects
will be implemented by national authorities, UN agencies, other
international organizations or non-governmental organizations (NGOs),
but have to be submitted through a UN entity (a ‘Recipient
UN Organization’) in order to facilitate consistent accounting
and reporting. All projects and respective implementation arrangements
will be approved by a joint Government and United Nations Steering
Committee in the country. The PBF cannot consider projects submitted
outside this framework.
The implementing partners assume full programmatic
and financial accountability for the funds disbursed to them. For
the Recipient UN Organizations, funds are administered in accordance
with their own regulations, rules and procedures. They also provide
progress and financial reports to the Administrative Agent, the
Multi-Donor Trust Fund Office of UNDP. All other implementing partners
follow the reporting and audit principles prescribed by the United
Nations.
