Funding Arrangements

The initial funding target of the Peacebuilding Fund is set at $250 million. Voluntary contributions to the PBF are accepted from United Nations Members States, intergovernmental organizations and other sources, including the private sector, following the adoption of the PBF Terms of Reference.

The PBF is a multi-year standing fund that requires continuous income to maintain its operability. A fund-raising drive is initiated if the income level drops below a predetermined minimum amount. Should cash reserves remain above this level, an annual replenishment exercise will be held on the anniversary date of the launch of the PBF.

Under both modalities, the Administrator of the United Nations Development Programme will provide detailed expenditure reports to donors on the use of the PBF so as to provide substantive support to the replenishment request. Donor consultations will be held on an annual basis to apprise financial contributors on the operations of the Fund and to solicit their feedback on the use of funds.

Donors wishing to contribute to the Peacebuilding Fund are required to sign a Letter of Agreement with the UNDP Multi-Donor Trust Fund Office, in its capacity as the Administrative Agent of the PBF.

Donor Briefings

Quarterly PBF Donors Briefing Meeting (24 June 2008)
New York 24 June 2008 - The Peacebuilding Support Office (PBSO) briefed donors on the status of the PBF, updates on Fund supported activities and the 2008 workplan (see PBSO presentation), while the UNDP Multi-Donor Trust Fund Office, as the PBF Fund Manager/Administrative Agent, presented the First Consolidated Annual Progress Report for the PBF for the period to 31 December 2007 (see MDTF Office presentation). An update on the external evaluation of the PBF was provided by UN Office for Internal Oversight Services (OIOS), while PBSO outlined the post-evaluation review processes that will enable the Secretary General to request the General Assembly to the review the PBF Terms of References. The meeting was enriched by a presentation on the Reconciliation project in Nimba County, Liberia, funded by the PBF Emergency Window.

Quarterly PBF Donors’ Briefing Meeting (15 April 2008)
New York, 15 Apr 2008 – A PBF Donors’ Briefing Meeting was convened on 15 April 2008, foremost, to update donors to the Peacebuilding Fund on the status of the PBF and its activities during the period 1 December 2007 to 31 March 2008 (see PBSO-presentation on the status of the PBF). The meeting also provided an opportunity for Ms. Marjatti Rasi, Chair of the PBF Advisory Group to share the outcome of the second Advisory Group meeting held on 5-6 March 2008. The Guinea-Conakry project on "Supporting National Dialogue in Guinea Conakry” funded from the PBF Emergency Window was show-cased at the meeting, with interventions by Ms. Mbaranga Gasarabwe, UN Resident Coordinator/Resident Representative and Mr. La Tortue, ex-Prime Minister of Haiti and Chief Facilitator engaged to facilitate the dialogue process. Donors were also appraised on the upcoming independent evaluation of the PBF in 2008 to be undertaken by the UN Office for Oversight Services.
